Start by reading the build logic that detects the GPU toolkit and the existing Dockerfile; the issue does not name their paths. The open pull request #9153 already addresses this work, so coordinate there rather than starting a separate implementation. Done would mean ROCm toolkit detection builds the C++ extensions and an official ROCm container recipe is provided.

Is your feature request related to a problem?
MONAI doesn't run on AMD Instinct GPUs out of the box.
The bulk of the library is already portable and needs no changes, with the following exceptions:
- The compiled C++ extensions are silently skipped. The build detects the toolkit by a vendor-specific path that isn't set on ROCm, so it concludes there's no GPU toolchain available. The build then reports success with the extensions missing, and the failure only surfaces much later as a missing-op error at runtime.
- There's no ROCm container recipe. The existing Dockerfile is built on a vendor-specific base image, so there's no supported starting point on this platform.
Describe the solution you'd like
First-class ROCm support for AMD Instinct GPUs:
- Toolkit detection that recognises a ROCm installation, so the compiled extensions build instead of being skipped.
- An official ROCm container recipe alongside the existing Dockerfile.
We'd like this to be minimal and non-invasive — no abstraction layer and no per-vendor branching in model or transform code.
