Research direction

Find the gov.dfe.childcare_funding_rate parameter and trace how its values are read for simulation years 2025 and 2026. Compare the parameter values with the DfE technical-note Table 6 figures listed in the issue; update the rates so all three age groups match the published values, then verify the affected entitlement spending calculations.

Description

gov.dfe.childcare_funding_rate holds DfE's 2024-25 national average hourly rates (£11.22 under 2s, £8.28 2-year-olds, £5.88 3 and 4-year-olds) and uprates them by CPI. DfE has since published the 2025-26 and 2026-27 rates, and both are higher than the uprated values, most of all for 3 and 4-year-olds in 2026-27.

Age group 2025-26 model 2025-26 DfE 2026-27 model 2026-27 DfE
Under 2s £11.50 £11.54 £11.89 £12.04
2-year-olds £8.49 £8.53 £8.78 £8.90
3 and 4-year-olds £6.03 £6.12 £6.23 £6.61

Model values are the parameter as read for simulation years 2025 and 2026 on main (9dd771a05). DfE values are the national average of local authority hourly funding rates:

The universal, targeted and extended entitlements are all valued at these rates, so 2026 spending on the three is understated, by about 6% for 3 and 4-year-olds.
