Research direction

Start with parameters/gov/social_security_scotland/carer_support_payment/supplement.yaml and compare its metadata with the sibling rate.yaml. Check the Scottish uprating provisions, add the matching uprating metadata, and add a 2027 YAML test confirming the supplement increases with CPI.

Description

Found in review of #1952, which splits the supplement into its own variable, scottish_carer_supplement.

parameters/gov/social_security_scotland/carer_support_payment/supplement.yaml has values 0 (2024-11-01), 11.29 (2026-03-15) and 11.70 (2026-04-05), and no uprating metadata. The sibling rate.yaml uprates with gov.benefit_uprating_cpi.

From 2027 the supplement therefore stays at £11.70 a week (£608.40 a year) while the Carer Support Payment component rises with CPI. It is £608.40 in both 2027 and 2028 in the model.

SSI 2026/170 reg 12(3)(b) uprated the supplement from 11.29 to 11.70. Check the Scottish uprating provisions and add the matching uprating metadata, with a 2027 YAML test.
