Assessment

This issue has not been assessed yet.

Description

SubTransactionBuildRawCmdArgs repeats most transaction-body fields from TransactionBuildRawCmdArgs. Adding or changing a shared body field therefore requires parallel edits to the argument records and parser chains. TransactionBuildCmdArgs and TransactionBuildEstimateCmdArgs also repeat these fields.

Introduce a shared record for common transaction-body arguments and reuse the corresponding parser components across the applicable builders. Cover the top-level build, build-raw, build-estimate, and sub-transaction build-raw commands where their fields overlap, while retaining command-specific fields and restrictions.

Preserve option names, grouping/order, era restrictions, and transaction-building behavior. Update affected runners and retain test coverage for each command.

Deferred from PR #1453: review comment. Jordan marked this non-critical and suitable for a future PR.
