Start by reproducing the reported case in GymMane 2.0: log a higher weight or rep count without RPE, then add RPE and compare whether each entry is recorded as a PR. Trace the PR evaluation path for entries with and without RPE, using the screenshots as the expected behavior. Done means a higher weight or rep count is recognized as a PR regardless of whether RPE is present.

GymMane 2.0,
Even if you have a personal record and you have never done that many reps in the past for that weight, the PR isn't recorded
If you add a RPE, it shows up as a PR
For example, I'd never done 70x7, you can see the history in the images attached. But it didnt show up as a PR until I added a RPE. No matter the RPE - higher weight, higher reps is a PR.
