Start by reviewing how the WebGPU CTS already creates and serves preview builds, then compare that approach with the webgpu-samples repository. Identify the required pull-request build and hosting flow; done means changes from a PR can be built and served in a non-development environment for verification.

描述
We should add a way to push preview builds for PRs and serve them somewhere. A similar thing is already done for the WebGPU CTS.
Makes it easier to verify changes in PRs, and helps test that it works in a non-development environment.
