Start by checking how PyHealth parses datetimes when loading the noteevents table and compare that with the datetime format in the synthetic MIMIC-III data at the linked storage location. The issue does not name a file or test, so trace the table-loading entry point and its existing tests. Done means the synthetic table loads without a datetime parsing error.

描述
Current API will throw an error with datetime parsing if you try to load notevents table from https://storage.googleapis.com/pyhealth/Synthetic_MIMIC-III. This is because the noteevents in synthetic mimic-iii data has a different datetime format than the actual mimic iii. We should fix the datetime in synthetic mimic-iii data.
