[Bug]: Terminal pane's floating action toolbar covers the terminal's first line

Steps to reproduce
- Open a terminal in the right-hand panel (Files / Terminal tabs).
- Type a command on the first prompt line, long enough to reach the right edge (e.g.
bun run dev:myafter a long zsh prompt). - Hover the terminal so the pane action toolbar (split horizontal, split vertical, new terminal, delete) appears.
Expected behavior
The pane toolbar sits outside the terminal's text area (e.g. in the tab header row), or the terminal content is padded so the toolbar never overlaps text.
Actual behavior
The toolbar floats over the top-right of the terminal viewport, on top of the first line, and hides what is being typed: the command bun run dev:my is cut off and the cursor is drawn underneath the toolbar. See screenshot.
