Problem
Go writeAuthHandshake only ORs CONNECT_ATTRS when len(resp.Attrs)>0; with empty attrs and backend lacking it, Go omits. Rust keeps CONNECT_ATTRS from planned mask even if backend lacks it.
Claim
when migration attributes are empty and the backend does not advertise CONNECT_ATTRS, Rust must omit CONNECT_ATTRS like Go.
