Start by locating the HelpTopics panel and reviewing the similar empty-state behavior in appstudio. Reproduce the case where the panel is open but no HelpTopic remains on the page, then add an empty state that replaces stale content. Done means the panel clearly indicates that no HelpTopics are available.

As of now there is no empty state for HelpTopics panel, If there is no HelpTopic on page and Panel is open(We had a similar case on appstudio, panel was showing content for HelpTopics that was not present on page anymore).
