Collections are minimally broadcast to agents on start up via the MCP resources patternfly context. We can enhance it further with concise agent friendly descriptions.

We may need a "human" and "agent" specific metadata, most agents generally don't require verbose descriptions

Review incorporating metadata into MCP tooling params. The startup/boot race that currently happens is/was preventing consistent parameters on start
