The layered GitOps structure should include future extension points without installing tools or application workloads in this iteration.
Scope
- Generate an empty
30-toolslayer. - Generate an empty
40-applicationslayer. - Include both layers in the root Application and sync-wave ordering.
- Keep both layers free of namespaces, AppProjects, sample charts and opinionated application conventions.
Acceptance criteria
- Both placeholder layers are valid and reconcile successfully in Argo CD.
- They do not create billable or externally exposed resources.
- Later work can add modules without changing the root layer contract.
