Context
The layered GitOps structure should include future extension points without installing tools or application workloads in this iteration.

Scope

Generate an empty 30-tools layer.
Generate an empty 40-applications layer.
Include both layers in the root Application and sync-wave ordering.
Keep both layers free of namespaces, AppProjects, sample charts and opinionated application conventions.

Acceptance criteria

Both placeholder layers are valid and reconcile successfully in Argo CD.
They do not create billable or externally exposed resources.
Later work can add modules without changing the root layer contract.
