Start by reading the observer and forecaster table definitions and their existing routes for retrieving and updating those records. Trace how the API returns these records, then determine how the proposed delay fields fit that flow. Perhaps they can be default to None, so things dont break, or we deciced on some default values

Would need a route to update the observer and/or forecaster and get these values back when getting an observer or forecaster
