首先跟踪命令行选项解析以及打开 pull request 的流程，并以现有的 -n 行为作为参考。添加 -i/--issues 选项，支持使用逗号分隔的 issue 编号和可选空格，但仅限于 -n 为 false 的情况；完成标准是创建的 PR 链接到指定的 issue。

Description of the new feature / enhancement
Provide an option to link the PR to issue(s) when a PR is to open.
Proposed technical implementation details
Provide an option -i, --issues accepting numbers of issues to be resolved by the PR to be opened, as multiple integers, each additional separated by a comma with optional spaces, only in effect when -n is false.
