Summary
.github/scripts/pr-unblock/apply-ci-fix.test.mjs, added by #8313, sometimes hits its 10-second timeout. Run alone three times, it failed once (seen while verifying #8281 at 071609bd). A flaky test turns lane PRs red with no real failure.
Fix
Find the slow step (likely a real git subprocess per path case) and make the test deterministic: stub it, or raise the timeout for that case only if the work is real.
Verification
The suite passes 20 runs in a row.
