Problem
github-iac's README ("Claude lane kill-switches") says CLAUDE_LANES_DISABLED "Stops every Claude lane at once", CLAUDE_REVIEW_DISABLED stops the code-review lane, and CLAUDE_SECURITY_REVIEW_DISABLED stops the security-review lane. No workflow on either path reads any of them for this repository's review and intake lanes. Flipping them leaves those lanes running.

Options
- Add a
check-kill-switchjob ahead of each reusable call and make the call depend on itsproceedoutput. That coversCLAUDE_LANES_DISABLEDplus the per-lane review variables. - Gate inside the ci-workflows reusables, so every consumer repository gets the stop.
- Correct github-iac's README to say what the variables actually stop.
Recommended: 1 now, because it is in this repository and fails closed like the pipeline gate. Then 2, so other consumers are covered too.
