The failure is in the MSBuild output for the static x64 and x32 builds, where the resources folder that xmltest.exe expects to find dream.xml in is no longer copied. Compare the MSBuild project and output settings between v8.1.0 and earlier releases to see what stopped copying that folder. Done means xmltest.exe finds dream.xml in the Release and Debug output folders, though the issue has been idle for over a year and the fix direction is not settled.

Since v8.1.0 the folder resources is missing from msbuild\x64\static\Release therefore xmltest.exe is failing as it is looking for dream.xml in the resources folder .This also applies to x32 and Debug .
