Step 7 (26.5% conditional dropout, 22,141 at-risk runs; top cause: Copilot access missing, 3,642 failures) has the prompt in workshop/07-your-first-workflow.md:55 hard-code copilot-requests: write before learners choose billing. 07d-confirm-model-access.md:48 then defers the billing steps to a side quest, and its checkpoint (lines 54-55) is generic.
Proposed change
Add a short inline decision table and a verification activity in 07d (confirm the permissions: block, recompile, push, check the lock file on main). Keep the side quest for detail. Add a hands-on check where the learner reads the lock file and states which path they are on.
Failure mode
Access barrier (with a minor learning component).
