On current main, those lines contain the max-count check (around line 582) and target-URL parsing (around line 646). The required-labels filter is now at roughly lines 721-759 and sanitization/limits (sanitizeContent, enforceCommentLimits) at roughly lines 814-817. Also, required-labels is read in the handler config as required_labels.
Suggested fix
Update the anchors (or drop line numbers and reference function and symbol names such as requiredLabels and sanitizeContent) so the exercise steps point at the right code.
