Describe the bug

When using the playwright-cli tool (https://github.com/microsoft/playwright-cli), I get permission prompts for every URL as if they are directories rather than URLs (I've already allowed the URLs via settings).

Steps to reproduce the behavior

Install playwright cli and the playwright-cli skill from https://github.com/microsoft/playwright-cli
Configure settings to allow a root URL
Prompt to use the playwright CLI to do any kind of navigation
Get a directory-access permission prompt asking for access to every URL, even sub-URLs of the one allowed in step 2

Expected behavior

No directory-permission prompt when using Playwright navigating to already allowed URLs.
