Describe the bug
When using the playwright-cli tool (https://github.com/microsoft/playwright-cli), I get permission prompts for every URL as if they are directories rather than URLs (I've already allowed the URLs via settings).

1.0.86
Steps to reproduce the behavior
- Install playwright cli and the playwright-cli skill from https://github.com/microsoft/playwright-cli
- Configure settings to allow a root URL
- Prompt to use the playwright CLI to do any kind of navigation
- Get a directory-access permission prompt asking for access to every URL, even sub-URLs of the one allowed in step 2
Expected behavior
No directory-permission prompt when using Playwright navigating to already allowed URLs.
