描述
Currently organisations do not have any control over who can/cant edit billing info. This means that any user who is a member of the organisation can view payment info and could alter the tier of their service.
I think a nice solution would be to have three roles. User, admin and billing admin.
Billing admin only role that can manage payment but an admin can make people billing admins. This allows a reasonable amount of control without having too much over complication
