Start by reading the existing organization, project and event permission flows, along with how billing information and service tiers are managed. The issue proposes user, admin and billing-admin roles, but does not specify detailed access rules or name relevant files and tests. Done would mean those rules are defined and the proposed billing restrictions and admin assignment behavior are implemented.

Currently organisations do not have any control over who can/cant edit billing info. This means that any user who is a member of the organisation can view payment info and could alter the tier of their service.
I think a nice solution would be to have three roles. User, admin and billing admin.
Billing admin only role that can manage payment but an admin can make people billing admins. This allows a reasonable amount of control without having too much over complication
