Add src/templates/newsletter/welcome.ts with the specified fields and acceptance criteria; re-export it from src/templates/newsletter/index.ts and register it in src/templates/registry.ts. Part of #5. For the welcome post a newsletter sends to new subscribers.
Idea
A small label sits at the top ("Welcome to"), with the newsletter name large under it ("The Friday Brief"). Below are up to three numbered things to expect ("A 5-minute read every Friday", "One deep dive a month", "No ads, ever"), and an optional sign-off at the bottom ("Priya, editor").

Acceptance criteria
- Empty items (or only spaces) are skipped and the numbers stay in order, and long items truncate
- An empty
signoffhides cleanly, and the numbers and label stay readable on a light background - Re-exported in
src/templates/newsletter/index.tsand registered in the Newsletter block ofsrc/templates/registry.ts - Meets the shared template checklist in #5
