Depends on #2931. Only worth doing if we want member-visible state or analytics.
- Add a webhook endpoint accepting SES bounce/complaint notifications via SNS
- Verify SNS message signatures, and act only on deliveries from a confirmed subscription
- Store events against members so invitations are not sent to addresses that hard-bounced
- Handle SNS subscription confirmation
Not needed for the cutover — the account-level suppression list (the previous issue) covers the immediate need.
