[ComposeFS Backend] Bootc container lint fails with previously-working build, even though the container builds fine

The failure comes from the runtime-deps container lint check, which resolves usr/local/sbin/chcon and reports that the path leads outside the filesystem. Start by finding the lint check and its path-resolution code in the bootc crate, then reproduce with a container whose /usr/local is a symlink to /var/usrlocal. Done when the lint passes on such an image without treating the missing chcon as a failure.

Tested on: bootc 1.17.1 (latest as of right now) and bootc 1.16.10 (last before SELinux was made a required dependency)
Building with bootc 1.16.10 and running container lint on the result will result in the following
> sudo podman run --rm -it --entrypoint=bootc 9acb7d50041f container lint
Checks passed: 13
Checks skipped: 1
But on 1.17.1:
> sudo podman run --rm -it --entrypoint=bootc localhost/amethyris:latest container lint
error: Linting: Unexpected runtime error running lint runtime-deps: checking whether usr/local/sbin/chcon exists: a path led outside of the filesystem
Both images have podman version 6.1.3
Due to the fact that the referenced binary is chcon I suspect this issue relates to SELinux, however I do not know for certain. My images do not have chcon on them. I suspect the issue is that the binary is not found in /usr/bin, lint then checks /usr/local/bin, but /usr/local is a symlink to /var/usrlocal which is not populated at this time.
