[GSoC] Add a review workflow to approve predicted phrases before injection

Issue 中没有指定任何文件或测试。首先跟踪当前的预测短语流水线，找出分配置信度以及注入短语的位置，然后检查驱动此流程的 CLI batch 入口点。接下来，添加一个 review-state 步骤，使其能够针对 approve/edit/reject/quit 在各个 batch 之间暂停和恢复，并提供一个可选的 Streamlit 路径，用于审核建议短语和 diff。完成标准是：中等置信度的项目被转入 review，低置信度的项目被丢弃，并且只有已批准的项目会被导出，用于一次性注入。

Goal
Let a maintainer review predictions before anything is written, since a wrong
phrase can drop a real license detection (false negative)
Tasks
- confidence tiers: auto-approve high, send medium to review, drop low
- interactive CLI to approve / edit / reject / quit, resumable across batches
- optional small streamlit UI to view a rule with the suggested phrase and diff
- export the approved set so it can be injected in one pass
