Summary of the new feature / enhancement
Currently if the same resource is used multiple times, DSC needs to spawn the exe each time which is expensive.
Proposed technical implementation details (optional)
Use JSONRPC as the transport so that a resource is spawned once and can retrieve multiple requests for the resources it supports.
In the manifest, a resource declares it supports JSONRPC. DSC engine would spawn that resource and keep it alive until the configuration is completed or an error starts a cleanup process. The resource that implements JSONRPC is responsible for ensuring the different calls to resources are still idempotent (process state should not affect subsequent calls via the JSONRPC api).
