描述
Summary of the new feature / enhancement
As we migrate to Open Telemetry, we should consider categorizing the area of tracing (separate from the level) so that when enabling a low level (debug or trace). Currently in our tests we generally get all trace level, but most of it is ignored since it's not releveant to the part being tested.
