描述
Phase 1 step 1.8, group 1 of the rules workstream: run ruff check in CI and enable the first themed group of rule families: safe auto-fixes (FLY, FURB, I, PIE, PYI, RET, RSE, UP, W). Fix every finding; nothing is ratcheted. Later groups add the remaining families until the selection is ALL.
