Phase 1 step 1.7 of the rules workstream, part 2: the multi-line run: blocks in the production deploy pipelines (simulation-deploy.reusable.yml, simulation-deploy.yml) become tested scripts or single lines with identical behaviour. With the baseline empty, sim.ci.multiline-run-is-script becomes enforced.
