Replace the large country-package SPM diagnostic payload with strict compact, versioned receipts throughout direct, segmented-national, budget-window, and temporary Stage 12 execution.
Acceptance criteria
- expose typed individual and comparison receipt schemas
- retain only forecast identity, selection, executed years, and explicit runtime versions
- collapse identical child receipts into one receipt plus execution count
- reject legacy rich transport and Stage 12 artifact shapes
- keep individual receipts below 1 KiB and 20-segment comparisons below 2 KiB
- regenerate and verify the public client contract
- leave calculation numerics unchanged
