Consolidate courier/pluginify CI in geoips_ci reusable workflows

描述
Now that we've got CI duplicated between courier and pluginify packages in the NRLMMD-GEOIPS org, let's look at consolidating all this CI in the geoips_ci - we can either consolidate with the existing GeoIPS plugin based lint/test/package/publish/etc, or if courier/pluginify CI must be separate at least reference them from consolidated reusable workflows in geoips_ci.
I will create an issue for this, then resolve.
