Root cause
The accessibility-review workflow's app-startup step was still a placeholder, so the agent could not reliably reach the application at localhost:3000.
Changes
- Restore the solution with the public NuGet feed configuration.
- Install and build the frontend with the checked-in npm lockfile.
- Build the Release .NET solution without rebuilding the frontend.
- Start the application in the background on
127.0.0.1:3000. - Remove the obsolete workflow self-repair instructions and recompile the generated lock workflow.
