描述
Two small decisions left out of #1264 (PR-B):
tests/test_gc_runner_controls.pyis run by nothing in CI. It is a manual control described intests/GC_TRAVERSAL.md, and is currently the only entry intests/enrolment_exemptions.txt. Either enrol it as a suite section, or keep the exemption with its reason.- The floors that replaced exact counts (child-script sites, docs-claims populations) have no ratchet, so they can drift far below the live count as the suite grows. Slack is printed on every pass line. Decide whether a periodic "raise floors to live minus a margin" step is worth it; it is not a gate.

If (1) keep: the existing row and its reason stay unchanged; nothing to do. - If (2) adopted: the step is written into the release-cut procedure (or a
tools/script), with the margin stated, and has been run once with the raised floors merged. - If (2) rejected: the reason is in the comment and the per-pass slack print stays the only signal.
