先找到 APILimitAccessBlock 模型，以及 API 返回的组织响应序列化器，然后查看那里其他布尔字段是如何暴露的。添加一个只读字段 api_limit_access_blocked，当组织存在一条封禁记录时其值为 true。完成标准是：对于被封禁的组织，组织端点将该字段返回为 true，否则返回 false，并附带覆盖这两种情况的测试。
由索引模型根据 Issue 内容生成。
描述
The usage page can't tell users how to get access back when their organisation is restricted, because the API doesn't say why it was blocked:
- API usage block: access returns after 30 days under the limit, or on upgrade.
- Block set by support: only support can lift it.
For now the banner shows copy that covers both (#8653).
Proposal: add a read-only api_limit_access_blocked boolean to the organisation response, true when an APILimitAccessBlock exists. Then the UI can show the right message for each case.
