Start with the construction rules and the existing names mentioned in the issue, including dimensionless_exner_function_wrt_pressure_at_surface and reference_pressure_at_surface. There are some existing names where the "medium" is not immediately obvious (e.g. dimensionless_exner_function_wrt_pressure_at_surface, largest_model_top_pressure_that_allows_molecular_diffusion, reference_pressure_at_surface...the medium of "pressure" is not specified). We don't have any rules about specifying the medium aside from a (somewhat confusing) blurb in the construction rules. We should define "medium", and spell out in the rules when and how it should be specified.
My initial thinking is that it should always be specified unless it is a property of only one specific medium. We should also detail that it may be included as part of the base name for common phrases (e.g. air_pressure).
