The payload names no files, so start by finding where the right-click context menu for package list items is built in the C# codebase, and check whether package metadata already exposes a release-notes or homepage URL. Decide which source the link should use, since the issue says only 'such as the GitHub release page.' Done means right-clicking an updatable package shows an option that opens its release notes.
