What happens
On the last step of the new-experiment form, the Review shows targeting as "Targeting: N rule group(s)" and nothing else, so the person creating the experiment cannot check who will be able to join before they create it.
Expected
The Review lists each group's conditions (attribute, operator, value), as the Targeting step showed them.
