调研方向
Start with docs/auth/sso.md to confirm the documented HTTPS requirement, then trace the SAML configuration create/update validation and sign-in URL handling. Add validation so non-HTTPS sso_url values return 400 outside ENVIRONMENT=test, with a clear error message and corresponding tests. The issue is done when insecure URLs cannot be saved or used and the expected response is covered by tests.

描述
docs/auth/sso.md says a SAML configuration's sso_url must be https, but neither saving the configuration nor signing in checks it: a SAML configuration with an http:// sso_url is saved and used.
Expected: creating or updating a SAML configuration with a non-https sso_url answers 400 with a clear message (outside ENVIRONMENT=test), as an Okta configuration now does (#1095), with its own tests.
