Start by locating how template_settings.ini is currently generated from the jar and read that generation path. Then identify what source-code inputs it depends on and whether they can be used without compiling all of Phoebus. Done means template_settings.ini can be generated from source code without requiring a full Phoebus compilation.

template_settings.ini is only generated from the jar which means all phoebus must be compiled to generate it.
It would be nice to add the possibility to generate it from the source code.
