Behaviour
Every per-part check in a fan-out run ran gofmt -l issue_.go …, a file that does not exist. The checks answered does not hold: … names issue_.go, which does not exist, which spawned 10 needless fix: tasks. The run cost 3.5 times its estimate ($0.90 against $0.26). Each part's check should name that part's file.
Replication

Guessed cause
A guess from reading the code, not a confirmed diagnosis. Per-part expansion of the issue_NN pattern is dropped when the planner declares the checks, so the template reaches the checker unfilled.
Acceptance
- e2e: in the run above every part's check command names that part's own file, and no
fix:task is created for a missing-file check. - Unit: declared per-part checks are expanded per part before they are stored.
