The issue does not name files, tests, or an installation entry point. Start by locating how VISOR currently downloads and installs its WASM assets, then identify how installation options are configured. Done means an install option bundles the assets and VISOR starts successfully on its first run without internet access.

User Story Description
some AIEP solutions need to run on air-gapped machines. This means that VISOR needs to contain all the WASM assets within its own installation, so it does not require internet connection the first time the user runs it.
In this US, introduce an option to install VISOR with the WASM assets already contained.
Acceptance Criteria
Install VISOR. Disconnect from the web. Run it the first time. It comes up correctly as it does not need to download WASM assets.
