Read the current Vibrational Frequencies panel and the referenced issues #400 and #796 to understand the existing controls and agreed behavior. Prepare mock-ups for agreement before implementation; the redesign should give the spectrum or table most of the panel, group related controls, merge comparison actions, and place CSV export with the table.

The panel is still the old layout (see #400, item 1): the spectrum gets a strip at the top, followed by about fifteen controls in loose rows (Width, Freq. factor, High on left, Sticks, Reset, Open in window, Range ... to ... Zoom, Difference, Experimental..., Viewer Animation/Vector, Frequencies Graph/Table, Spectrum..., Export .csv..., Match bands..., Composition..., Remove comparison, Displace..., Compare..., Arrow length, colour, Use Negative Displacement, Show in viewer).
Redesign, with mock-ups agreed before code: the spectrum (or the table) takes most of the panel; mode controls (animation/vectors, arrow length, colour, negative displacement, show in viewer) grouped together; spectrum settings (width, scale factor, sticks, axis direction, range) in one group or in the Spectrum window only; one Compare... for two spectra (#796, merges Match bands...); Export .csv with the table (#400). Range and Zoom duplicate zooming with the mouse.
