Research direction

Start with scripts/update_weekly_issue.py and trace how it decides whether to open, edit, or close a report and how it builds the body. Add a test showing that --dry-run prints the action and body for each kind without calling the runner.

Description

enhancement testing tooling

Where: scripts/update_weekly_issue.py.

Current gap: The only way to see the issue body or the open/edit/close decision for a report is to run it with GITHUB_REPOSITORY set against a real repository.

Suggested approach: Add --dry-run that prints the decision and the body instead of calling gh.

Done when: a test shows --dry-run prints the action and body for each kind and never calls the runner.
