Research direction

Start by locating RobotController.getComments() and related controller code in Systemcore, then check how the roboRIO implementation exposes the dashboard comment string. Implement an equivalent that returns the configured comment, and confirm it no longer returns an empty string when a comment is set.

Description

RobotController.getComments() was a feature in the roboRIO to return a string that could be set in the roboRIO's web dashboard. Systemcore currently doesn't have an equivalent implementation, so this returns an empty string.
