Start by tracing the class handling manage_requirements and the requirements.txt resource relationship. Reproduce the catalog failure with requirements.txt supplied by a git clone and manage_requirements => false; done means the catalog compiles without subscribing to an absent File resource.

I cannot set the parameter manage_requirements => false when I expect the file to be cloned from git. The class looks for a file resource named requirements.txt and when it doesn't find it the catalog fails.
