Start with the Quarto CLI render path that handles a source file not included in the project's render list, using the provided quarto.yml, correct.qmd, and wrong.qmd reproduction. Run both quarto render commands and trace how project.output-dir is applied. Done means rendering wrong.qmd places wrong.html under _products, matching correct.qmd.

Bug description

When a file is not listed among the ones to render in _quarto.yml, the output-dir option is not respected and the rendered file is placed directly next to the source file.

Steps to reproduce

Example files:
quarto.yml

correct.qmd

This is rendered inside `_products/`.

wrong.qmd

This is rendered at project root.
