Bug description

When a file is not listed among the ones to render in _quarto.yml, the output-dir option is not respected and the rendered file is placed directly next to the source file.

Steps to reproduce

Example files:
quarto.yml

project:
  title: "Test"
  output-dir: _products
  render: 
    - "correct.qmd"

correct.qmd

This is rendered inside `_products/`.

wrong.qmd

This is rendered at project root.
